Let the electoral vote be replaced by an 'extra' [very small] Vote (eV), where eV will be 539 divided by the total number of votes cast. The candidates will receive their popular votes (each) times eV. This definition of eV, using 539 makes it easy to retain the number 270 as the number of "extraVotes" which a candidate must receive to win the election. If the 1st place candidate does not receive 270 extraVotes or more, then there would be a run off between the top two candidates.
This is an illustrative calculation (though not with the final vote count) which makes the new college essentially equivalent to the popular vote - with the idea of, perhaps, avoiding the necessity of a constitutional amendment. Be the constitutional question as it may, we ought to put the election of the president in the hands of the voters by avoiding both the old Electoral College and the House of Representatives.
Also: If the popular vote count is kept secret until the polls are closed everywhere, this new system will also solve the problem of the Hawaiians, where the election outcome may be determined before their polls close.
